The CityLink Client Progression Index™ (CPI) provides a shared approach for measuring progress across multiple areas of a person's life—helping organizations move beyond counting services delivered to understanding whether people's lives are actually changing.

A Holistic View of Progress
Economic mobility rarely happens through progress in just one area of life. Employment, education, financial health, housing, transportation, childcare, and wellness can all influence a person's ability to move forward and sustain progress.​ Our Metrics Model uses the CPI to provide a consistent way to understand progress across these interconnected areas and see how change unfolds over time.

CPI isn't designed simply to report outcomes. It creates a foundation for learning and continuous improvement.​ By looking at individual and aggregate progression over time, organizations can better understand where people are progressing or stagnating and examine patterns across programs and populations.
